December 23, 2014 - a meeting of midterm evaluation of the National Human Rights Action Plan of China (2012-2015) was held in Beijing. The midterm evaluation was assigned to the National Human Rights joint conference mechanism, which was comprised of 50 ministries and commissions and relevant units leaded by the Information Office of the State Council, the Ministry of Foreign Affairs. Prof. Wei Zhang, Co-Director, Associate Professor of Institute for Human Rights was invited to attend the meeting.
According to the experts, the midterm evaluation is aimed at summarizing the experience, identifying the problems and finding solutions in the enforcement of the plan proposed by the National Human Rights Action. The meeting evaluated enforcement of the plan from 7 aspects.
The living standard has continued to rise to higher levels,
Democratic rights and freedoms have expanded widely,
The rule of law has developed greatly,
Ethnic minority rights have received a better implementation,
The protection system of women, children, the elderly and the disabled people has developed greatly,
Human rights education and research has got further development,
International exchanges and cooperation in the human rights field has made new progress.
Overall, the evaluation showed that the goal, the mission and the measure of the second action plan had been realized and successively implemented after two years of unremitting efforts.
Although most quantitative indicators have basically been completed, we shall still be aware of the difficulties and problems we may face during the process of achieving the higher level of human rights protection. As Mingzhao Cai, Director of the Information Office of the State Council, emphasized in the meeting, "the development of human rights will never have an ending".
