1987–1993    Participated in the negotiations on the conclusion of the Convention on the Rights of the Child (CRC); Conducted affairs concerning China’s ratification of CRC

Drafted China’s initial report of the Convention against Torture (CAT) and participated in consideration on the report

1987–1993    Participated in China’s negotiations on bilateral legal assistance agreements in criminal matters with Turkey, Romania, Ukraine, Mongolia and Bulgaria

1990   Headed Central Government fact-finding team to investigate treatment of Tibetan offenders jailed in Lasa Penitentiary, Tibet, to meet the request of the Committee against Torture to submit supplementary report

1990   Attended the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders in Havana, Cuba, as legal advisor of the Chinese delegation

1993–1997    Attended meetings and negotiations on various legal subjects conducted in the Sixth Committee (Legal) and the Third Committee (Human Rights) of General Assembly of the United Nations
