EDUCATION:

Graduated in 1961 from Beijing Foreign Studies University, majoring in international relations and English.

Attended in an advanced studies from 1965 to 1966 in London Polytechnical School, majoring in English.

PROFESSIONAL EXPERIENCE

1981 Participated in the annual meeting of Asian-African Legal Organization.

1980 Participated in the Third United Nations Conference on the Law of the Sea.

1981 Since 1981 participated in the United Nations General Assembly meetings for 16 times.

1991 Participated in the forty-seventh session of the Commission on Human Rights of the United Nations.

1994-1997 Responsible for 3rd and 6th Committees affairs of the United Nations.

2001 Participated in Seminar on Cracking Down Transnational Crime by ASEM Law Enforcement Agencies, Beijing.

2001 Participated in Meeting for Protecting Child Welfare by ASEM Law Enforcement Agencies, Guangzhou. Drafted China’s initial report of the Convention against Torture (CAT) and participated in consideration on the report
