The 5th Advanced IHL Summer Session for Lecturers (16-18 July 2015)

The 5th Advanced International Humanitarian Law (IHL) Summer Session for Lecturers will take place on July 16-18, 2015, at the Graduate School of China University of Political Science and Law (CUPL) in Beijing. This session is co-organized by the Institute for Human Rights of the CUPL and Regional Delegation for East Asia, International Committee of the Red Cross (ICRC).

The 2015 Session will focus on the IHL application in the anti-terrorism context, notably

·       Defining the battlefield in contemporary armed conflicts and counter-terrorism

·       The UN Charter and the development of international measures to prevent terrorist acts

·       Conduct of hostilities and reciprocity in asymmetric conflicts

·       Conduct of hostilities and law enforcement in armed conflicts and other situations of violence

·       Fighting cyber terrorism under international law

·       Detention in the context of non-international armed conflicts and other situations of violence

·       Counter-terrorism law and practice in domestic contexts

·       The repression of terrorist acts under international criminal law

Chinese and international speakers will contribute to the Session, including:

·       Judge Liu Daqun, ICTY Appeals Chamber

·       Professor Robin Geiss, Chair of International Law and Security, University of Glasgow School of Law

·       John-Erik Jensen, Regional Delegate Police and Security Forces

·       Richard Desgagné, Regional Legal Adviser

The Session will be conducted in English. Participants will be provided with accommodation and all meals free of charge during the Session. Participants are expected to arrange their own travel to Beijing. Non-local participants may apply for financial support for travel (by train).
