Hua Lin

Lin Hua is a professor and doctoral supervisor at the China University of Political Science and Law, Executive Vice President of the Institute for Human Rights (Institute for Contemporary Rule of Law), and Editor-in-Chief of Chinese Journal of Human Rights. He has been selected for the National Talent Program for Young Top Talents, the Beijing High-level Talent Program for Young Talents, and the Qian Duansheng Young Scholar of China University of Political Science and Law. He serves as the Executive Director of the Research Base for Immigration Administration Rule of Law of the National Immigration Administration, the Executive Director of the Center for Internet and Legal Regulation Research of China University of Political Science and Law, and the Deputy Director of the Center for Education Law Research. He successively obtained a Bachelor of Laws, a Master of Laws, and a Doctor of Laws from the China University of Political Science and Law, was a postdoctoral fellow at the Institute of Law of the Chinese Academy of Social Sciences, and a visiting scholar at the School of Law of the University of California, Berkeley in the United States.

He has published three academic monographs, participated in compiling more than ten works, and published over fifty papers and translations in authoritative or core journals such as China Legal Science, Journal of Chinese Library Science, Educational Research, and Tribune of Political Science and Law. Many of his articles have been fully reprinted or abstracted by Xinhua Digest, Academic Digest of Humanities in Higher Education, and the Renmin University Copy Materials Constitutional Law and Administrative Law. He has published comments in newspapers including People's Daily, Legal Daily, and Learning Times. He has presided over projects of the National Social Science Fund, national high-end think tank projects, Beijing Social Science Fund projects, and projects entrusted by ministries and commissions such as the Central Political and Legal Affairs Commission, the Ministry of Education, and the Ministry of Finance. He has participated in more than thirty national and provincial-level projects and engaged in the drafting or revision of laws and regulations such as the Degree Law and the Regulations on the Administration of Human Genetic Resources. The consultation reports he prepared have received instructions from leading comrades of the Party and the state. He has won the Fourth Yingsongnian Outstanding Achievements Award in Administrative Law and the first batch of national online demonstration courses for legal professional degree postgraduates. He concurrently serves as a director of the Dong Biwu Legal Thought Research Association of the China Law Society, a director of the Administrative Law Research Association of the China Law Society, a director of the Network and Information Law Research Association of the China Law Society, a legal advisor or legal consulting expert for ministries and commissions including the Ministry of Public Security, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology, an expert consultant of the Legal Service Volunteer Committee of the China Volunteer Association, and a legal advisor to the Wenzhou Municipal People's Government, among other social positions.
