Huaide Ma

Ma Huaide was born in 1965. He is currently the President of China University of Political Science and Law (CUPL) and the Dean of the Human Rights Institute of CUPL. He also serves as a professor and doctoral supervisor at CUPL. He is the Chair of the Academic Committee of CUPL. He is a member of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC), a member of the 16th Beijing Municipal People's Congress, and the Deputy Director of the Legal Affairs Committee of the Beijing Municipal People's Congress. He is also the Vice President of the China Law Society and the Chair of its Academic Committee, the Vice President of the China Human Rights Research Association, the Vice President of the China Discipline Inspection and Supervision Association, and the President of the China Law Society's Administrative Law Research Association. He is a special consultant to the Supreme People's Court, an expert consultant to the Supreme People's Procuratorate, and the convener of the Law and Discipline Inspection and Supervision Subject Evaluation Groups of the State Council's Academic Degrees Committee. He is the Deputy Director of the Ministry of Education's Law Major Education Steering Committee, a member of the National Judicial Examination Coordination Committee, and an advisor or expert consultant to the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development, the Ministry of Civil Affairs, the Ministry of Health, the People's Governments of Beijing, Shandong, Fujian, and Hunan.

He graduated from the Law Department of Peking University in 1988 with a Bachelor of Law degree and obtained his Doctor of Law degree from China University of Political Science and Law in 1993, being the first doctor of administrative litigation law in China. He has been a visiting scholar at Yale University in the United States, Boston University, the University of Sydney in Australia, and the University of Melbourne.

He has published more than 20 academic monographs and co-authored works. His monographs include "The Construction of Administrative Law System and Case Study," "The Theory and Practice of State Compensation Law," and "Administrative Licensing." He has published over 100 papers in important academic journals such as the "China Law Science" and "Law Science Research." He has undertaken several major national social science fund projects and planning projects, major research projects of the Ministry of Education, and research topics from the Ministry of Justice and the Beijing Municipal Government.

He has directly participated in the drafting of several laws, including the "State Compensation Law," the "Administrative Punishment Law," the "Legislative Law," the "Administrative Licensing Law," and the "Administrative Coercive Measures Law." In December 2005, he gave a lecture on "Reform of the Administrative Management System and Economic Legal System" to the 27th collective study session of the Political Bureau of the CPC Central Committee. On June 19, 2020, he gave a lecture on "China's Administrative Legal System" to the Standing Committee of the 13th National People's Congress. He has also given numerous lectures on law-based administration to various ministries and local governments. He is a national candidate selected by the Ministry of Personnel and six other ministries for the "New Century Hundred, Thousand, and Ten Thousand Talents Project." He has received the Fourth "Top Ten Outstanding Young Chinese Legal Scholars Award," the Ho Leung Ho Lee Foundation Outstanding Young Teacher Award, the Capital Labor Medal, and the title of "Beijing Municipal Outstanding Scientific, Technological, and Management Talent." He also enjoys a special government allowance approved by the State Council. He was selected as a cultural celebrity and a "four-in-one" talent by the Publicity Department of the CPC Central Committee and a leading talent in philosophy and social sciences under the national "Ten Thousand Talents Plan." In 2017, he was awarded the CCTV Person of the Year in Rule of Law, and in 2020, he was awarded the "Person of the Year in Rule of Law" in the "China Annual Influential Person Selection."
