Yuan Ningning: Associate Professor at the Human Rights Institute of China University of Political Science and Law, Ph.D. in Law, Postdoctoral Fellow in Political Science, Deputy Director of the Research Base on Juvenile Affairs Governance and Legal Studies. Member of the drafting group for the revised "Law of the People's Republic of China on the Protection of Minors" and "Law on the Prevention of Juvenile Delinquency," expert advisor and member of the drafting leadership group office for the "Family Education Promotion Law of the People's Republic of China." Serves as Supervisor of the China Children Welfare Association, member of the Juvenile Justice Committee of the China Criminal Procedure Law Society, council member of the China Prosecutorial Studies Association, council member of the China Society for the Prevention of Juvenile Delinquency, expert member of the think tank of the State Council Working Committee on Women and Children, committee member of the Expert Advisory Board of the Ministry of Civil Affairs, and expert hearing officer of the Supreme People's Procuratorate.

Specializes in research on juvenile protection and delinquency prevention, with expertise in juvenile jurisprudence, youth justice, child welfare, and specialized education. Published academic works including "Normative Interpretation of the Principle of the Best Interests of the Child," "Theoretical Justification and Localized Development of Juvenile Justice," "Research on Improving China's Juvenile Legal System," "Strengthening Juvenile Protection Through Four Legal Systems," "Legislative Background and Main Content of the Family Education Promotion Law," "Understanding and Application of the Interim Guardianship System for Minors in Civil Affairs," "Special Research on Juvenile Protection and Delinquency Prevention," and "Expert Proposed Revisions and Analysis of the Two Juvenile Laws." Has led multiple research projects funded by the National Social Science Fund and policy advisory projects for relevant ministries.
